{"id":328,"date":"2015-03-16T11:20:05","date_gmt":"2015-03-16T15:20:05","guid":{"rendered":"http:\/\/web.thinkingcat.com\/wordpress\/?p=328"},"modified":"2018-11-16T12:15:23","modified_gmt":"2018-11-16T17:15:23","slug":"making-or-breaking-the-internet-policy-choices","status":"publish","type":"post","link":"https:\/\/www.thinkingcat.com\/wordpress\/2015\/03\/making-or-breaking-the-internet-policy-choices\/","title":{"rendered":"Making or Breaking the Internet:  Policy choices"},"content":{"rendered":"<p><a href=\"http:\/\/www.thinkingcat.com\/wordpress\/wp-content\/uploads\/2015\/03\/GCIG_Paper_No7-frontpiece.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-334\" src=\"http:\/\/www.thinkingcat.com\/wordpress\/wp-content\/uploads\/2015\/03\/GCIG_Paper_No7-frontpiece-232x300.jpg\" alt=\"GCIG_Paper_No7-frontpiece\" width=\"232\" height=\"300\" srcset=\"https:\/\/www.thinkingcat.com\/wordpress\/wp-content\/uploads\/2015\/03\/GCIG_Paper_No7-frontpiece-232x300.jpg 232w, https:\/\/www.thinkingcat.com\/wordpress\/wp-content\/uploads\/2015\/03\/GCIG_Paper_No7-frontpiece-791x1024.jpg 791w, https:\/\/www.thinkingcat.com\/wordpress\/wp-content\/uploads\/2015\/03\/GCIG_Paper_No7-frontpiece-618x800.jpg 618w\" sizes=\"auto, (max-width: 232px) 100vw, 232px\" \/><\/a><\/p>\n<p>A visible product of my &#8220;self-funded sabbatical&#8221; is now published!<\/p>\n<p><a href=\"https:\/\/www.cigionline.org\/sites\/default\/files\/gcig_paper_no7.pdf\">On the Nature of the Internet, by Leslie Daigle<\/a><\/p>\n<p>My aim and hope is that it will provide some further insight into what <em>not<\/em> to do to the Internet intentionally or inadvertently,\u00a0 so that collectively we can agree on the need to find better ways of dealing with the very real policy issues that need to have solutions.<\/p>\n<p>The Internet has proven itself highly accommodating of change over the decades &#8212; today&#8217;s Internet looks nothing like the network of networks that existed 25 years ago, when commercial traffic was still prohibited from traversing it.\u00a0 But, most of the changes that it has faced have come from technological or direct usage issues.\u00a0 In today&#8217;s reality, many of the forces at play on the Internet are direct or indirect outcomes of (government and regulatory) policy choices.<\/p>\n<p>If we want to continue to have a healthy and evolving Internet, we need to learn how to make policies that are consistent with, or at least not antithetical to, what makes the Internet work.<\/p>\n<p>So, when I was asked last year to write a paper on the nature of the Internet for the <a href=\"https:\/\/www.ourinternet.org\/\">Global Commission on Internet Governance<\/a>, I turned first to the work we&#8217;d done at the Internet Society on the<a href=\"http:\/\/www.internetsociety.org\/internet-invariants-what-really-matters\"> &#8220;Invariant Properties&#8221; <\/a>that are true of the healthy Internet.\u00a0\u00a0 In the paper that I wrote for GCIG, now published as their 7th paper for this commission, I tackled the questions of policy choices that are driving us towards national networks and localized abuse of Internet infrastructure, through the lens of those 8 invariant properties of Internet health.<\/p>\n<p>Here&#8217;s the executive summary:<\/p>\n<div class=\"page\" title=\"Page 7\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p style=\"padding-left: 30px;\">This paper examines three aspects of the nature of the Internet: the Internet\u2019s technology, general properties that make the Internet successful and current pressures for change. Current policy choices can, literally, make or break the Internet\u2019s future. By understanding the Internet \u2014 primarily in terms of its key properties for success, which have been unchanged since its inception \u2014 policy makers will be empowered to make thoughtful choices in response to the pressures outlined here, as well as new matters arising.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<p>Have a read of the paper, and let me know what you think &#8212; other examples of policy driving us in the wrong direction?\u00a0 New approaches to policy-making that will help us solve problems and have a healthy Internet?\u00a0 I&#8217;d love to hear your perspective, and &#8212; more importantly &#8212; see a broader discussion develop around different perspectives.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A visible product of my &#8220;self-funded sabbatical&#8221; is now published!
