I am not sure that I know what Uncertainty about a point means.
GML certainly can express areas of uncertainty and that was the purpose
of the geoshapes draft.
I might point out that the problems that Martin T and I have raised with
regards to the encoding scheme in RFC-3825 have come about from exactly
doing what is proposed below. We tried to turn the elements returned by
RFC-3825 into a GML object. So to my mind I am not sure where this
leaves us.
