I have submitted a new draft that describes how geodetic information can be included in PIDF-LO.

The goal of this draft is to make PIDF-LO more usable for geodetic information. This is done in two ways: limit the possibilities and provide more guidance on how geodetic information is included; and improve interoperability with existing location standards.

Note that there are several small differences between this and what is included in RFC 4119. I'm interested in opinions on these differences, as well as the open issues section (Appendix B).
