Most GIS software can do this. In the ESRI set of software
(Environmental Systems Research Institute, Inc www.esri.com), the tool
is called data OGC Interoperability
(http://www.esri.com/software/standards/product-support.html). With the
tool, GML is created by a simple click of a button.
