Well, if that proves to be a problem,
With only minor tweaking, the content of the proposed NENA XML schema input
is "internationalizable" in that it basically just includes one or all of
three identifiers for contacting the provider of the location information:
A national emergency number authority identifier (if any)
A 24x7 contact number indicated in a tel.uri
A URL

I think it's a technical punt on time grounds, but I can live with it. It
has a real unfortunate "political" problem, which is that the only proposed
entry in the name space is a North American solution.
