Yes, I would suggest the IETF be charged with changing the division of
powers between the federal government, the states and localities in the
United States and other countries. This is our core expertise and since
we have an ample budget to finance such a transition, we should get
cracking on this immediately. We'll have to set aside a few million for
a global CA for emergency centers, but the term "unfunded mandate"
hasn't stopped real politicians, either. Would somebody please start by
writing an Internet Draft on how to reorganize the provision of
emergency services so that they better conform to our protocol ideas?
