I disagree. All this angst over what is meant by "owner" is a
distraction. Something in the network will act as owner of the
location. Who owns the data is irrelevant to the task of protecting
the data against unintended disclosure by the owner.
While the question of ownership is extremely important, it isn't
meaningful in the context of a network protocol. The owner simply is
the owner.
