Condition in policy

I do not understand Req11 very well. I thought policy conditions would be,
for examples:
- When to disclose location information (e.g. To my boss, I only disclose my
location from 9am to 5pm)
- Where to disclose location information (e.g. If I am in US, I disclose my
location to local police).
