dummies questions

HI,

i'm starting with the study of the Positioning on IP.

i have same start questions about this argument:

1) when you say "Positioning on IP": what do you have in mind?

   Positioning on IP is only the positioning on Mobile Phone
   when it is on a ip telephone network like UMTS
   or
   the positioning (in term of net, subnet, domain) of a pc in the
   internet world...

2) which are the issue on this argument (i'd like a list of issue and
   a short description of them)
   and where is possible find articles , papers or link on those
   issue... ?
